They will be delivered to the place that we're having dinner. Should I present them before, after, or during dinner? I was thinking after dinner. We never have dessert, but I figured that would be the time I'd say I want dessert which would be the cue to bring htem out. They're nothing bg, but something special. Opinions?

Get them in early. Reason is she will be amazed and you will have great fun getting the waiters to find somewhere to put them while you dine.
She will be the centre of attention for the whole meal and there will be ALL the other couples looking on just wishing they had had the same idea. (Wait until the end to give them and the impact will just not be the same.)
It will be a memory she will NEVER forget
