proflowers.com claims to deliver anywhere in the world. I ordered tulips for a friend from them on Valentine's Day, and they came absolutely gorgeous. They have really reasonable rates, and right now you can get a discount if you click on their microphone in the corner of the website and type in CW.

However, you are much better off calling a local florist in Benecia (or wherever) and ordering directly from them. You won't be paying a middle man, and you won't have to worry about weather or other issues interfering with delivery.
